ITC provides specialist and assistant level support to the NASA Shared Services Center (NSSC) Procurement Office and continues to focus on delivering optimal business solutions that meet NASA’s mission. The NSSC Procurement Office is a full-service procurement office with recognized expertise in the award and administration of grants and cooperative agreements; research and development contracts, commercial item acquisitions; and complex, large dollar service contracts.

ITC supports the NSSC Procurement Office in three core procurement services across the Agency, including:

  • Award and administration of over $1 billion dollars per year of grants and cooperative agreements. NASA’s grant and cooperative agreement programs provide financial assistance to scientists and research institutions attempting to answer humanity’s biggest questions concerning space and earth sciences.
  • Award and administration of enterprise software license agreements (ELMT); the ELMT program is the realization of NASA’s CIO’s strategy to consolidate a variety of software and maintenance contracts into Enterprise License Agreements (ELAs) that provide Agency-wide support under single contracts rather than multiple contracts across the Agency. This program was recognized by OMB on the White House website for “providing greater efficiency, effectiveness, and overall value for the taxpayer.”
  • Award and administration of SBIR/STTR contracts; the mission of the SBIR program is to support scientific excellence and technological innovation through the investment of Federal research funds in critical American priorities to build a strong national economy. Through a competitive awards-based program, SBIR enables small businesses to explore their technological potential and provides the incentive to profit from its commercialization. By including qualified small businesses in the nations Research and Development (R&D) arena, high-tech innovation is stimulated, and the United States gains from the entrepreneurial spirit while meeting its specific R&D needs.

ITC employees are consistently recognized for their dynamic support within these services by being presented with individual achievement awards and group awards each year at the NASA Agency Awards Ceremony.
